What Is the EmPower+ Program?
The NYSERDA EmPower+ Program is a New York State program that helps low-to moderate income households improve comfort, lower energy bills, and save energy by improving their home’s energy efficiency at no cost.

Applying for EmPower+ is simple, and Healthy Home Energy and Consulting will help you every step of the way:

What upgrades does EmPower+ cover?
Air sealing to prevent energy loss and improve comfort
Insulation (spray foam, cellulose, and more) to reduce drafts and energy waste
High-efficiency heat pumps and ductless mini-splits for better heating and cooling
Efficient water heating solutions
High-efficiency lighting installation to replace outdated bulbs
The Empower+ program offers up to $10,000 in home comfort upgrades. In addition, you may be eligible for extra savings through the Home Electrification and Appliance Rebate (HEAR) program, which provides further incentives for:
Air sealing, insulation, and ventilation
Up to $1,750
Heat pump water heaters
Electrical service upgrades
Electrical wiring upgrades
NYS EmPower+ Eligibility
You may qualify if:
You own or rent a home in New York State
You receive service from a participating utility (such as National Grid, NYSEG, Central Hudson, and others)
Your household meets the income eligibility requirements
For example, a household of two people earning $47,580 or less would qualify for 100% free home energy upgrades. If your income is slightly higher, you could still qualify for partial cost coverage of your home improvements. See the full list of income and eligibility guidelines below.
