What Is the EmPower+ Program?

The NYSERDA EmPower+ Program is a New York State program that helps low-to moderate-income households improve comfort, save money and energy by improving their homes' energy efficiency at no cost.

What upgrades does EmPower+ cover?

Air sealing to prevent energy loss and improve comfort
Insulation (spray foam, cellulose, and more) to reduce drafts and energy waste
High-efficiency heat pumps and ductless mini-splits for better heating and cooling
Efficient water heating solutions
High-efficiency lighting installation to replace outdated bulbs
ENERGY STAR® appliance replacement for old refrigerators and freezers

Additionally, you may be eligible for incentives through the Home Electrification Appliance Rebate (HEAR) program, which provides additional savings on:

Air sealing, insulation, and ventilation – Up to $1,600
Heat pumps – Up to $8,000
Heat pump water heaters – Up to $1,750
Electrical service upgrades – Up to $4,000
Electrical wiring upgrades – Up to $2,500

NYS EmPower+ Eligibility

You may qualify if:

You own or rent a home in New York State
You receive service from a participating utility (such as National Grid, NYSEG, Central Hudson, and others)
Your household meets the income eligibility requirements

For example, a household of two people earning $47,580 or less would qualify for 100% free home energy upgrades. If your income is slightly higher, you could still qualify for partial cost coverage of your home improvements. See the full list of income and eligibility guidelines below.
